Architecting a Learning Ecosystem for Workforce Development

Selection, Implementation, Administration of our Learning Management System

Project Description

When I joined a department with a long, successful history of experiential workforce training, the mission was clear: modernize our learning infrastructure to ensure continued success and scalability. For 35 years, the department had relied on traditional training methods but lacked a centralized learning management system to standardize, track, and scale our programs.

My role was to create a strategic vision for our learning technology. This began with a comprehensive needs assessment to understand the unique requirements of our stakeholders across multiple programs. Based on my findings, I selected and spearheaded the implementation of Moodle. My choice was a strategic one, driven by two key factors:

  • Open-Source & Scalability: Moodle’s open-source nature provides the flexibility to eventually host on our own servers, ensuring long-term control and cost-effectiveness.

  • Multi-Tenancy & Branding: Its multi-tenancy feature allows each of our distinct programs to have its own branded learning environment, providing autonomy for stakeholders while centralizing our learning data.

 

I led a working group and established governance protocols to keep things organized and consistent. These guidelines include rules for user roles, content uploading, and routine system checks, all of which help us maintain a secure, accessible, high-quality learning environment.

 

I also monitor the LMS regularly to check its performance, manage user groups, upload and deploy content, and look at usage analytics to see how people engage with the content.

We launched with a single tenant, and due to the successful pilot, we are on track to have three live this fall. Beyond the technical implementation, I’ve taken a hands-on approach to empowering my colleagues. I mentor them on adult learning principles and coach them on how to proactively design training that is not only effective but also accessible and scalable for our new LMS.

This initiative has laid the foundation for modernizing our entire learning operation, transforming a legacy system into a centralized hub that can support our department’s growth for years to come.

 

Evaluation and Post-project Reflection

Initial user feedback and site data show that the system is working as expected. I continue to make the site more accessible and user-friendly and add industry-relevant content. Integration with some of our existing systems has also been successful, and I continue to work on the automation of key processes. Reflecting on the project, I’m proud of the collaborative approach to aligning the LMS with our department's needs and values. Engaging stakeholders early and thoroughly was key to understanding diverse and evolving requirements.
